I'm in Derry. (just south of Manch) My wife needs to commute in sometimes. Not fun, but not the end of the world. Depends on the timing. You shouldn't have too much trouble finding some permissions in the surrounding towns. Plenty of medium sized farms. 

Just get a Daisy pump action from Wally-world and do some testing. 2 or 3 pumps will get your distance needs, provide reasonable accuracy, and doesn't do anything more than a leave a mark. (10 year old me knows it only stings and leaves a dime sized bruise) Even 1 pump gets some good...

I'm guessing that the engineers designed it like that for a reason. I'm sure the found the best combo of air volume and material strength. I wouldn't touch it. The potential consequences aren't worth the limited increases.
