Yes, once you've been a member for 10 days and have made at least 10 posts you can make posts in the classifieds and PM other users.

Yes, the classifieds here are fairly active. As noted above though, you have to be a member for more than 10 days and need to be an active participant. They set those requirements to help weed out scammers and people who want to just dump their stuff and disappear without any accountability if it’s damaged or not as advertised.
