You have to load it to get pressure. Air should be coming from quick disconnect 

So it has to be hooked to a bottle or gun to start buildup. Sorry I am new to the compressor game.

Correct, otherwise the air is just venting into the atmosphere.

A 2 way inline check valve is an excellent investment and good insurance as well.

There should be a brass deadhead fitting (plug) to test for pressure. It should be in your spare parts bag that came with the compressor.

I would empty the bottle. I'm not 100% sure on the design, but 99% chance you need to empty it.

Probly can change the output from your tanks. There are likely some Belleville spring washers inside the regulator. Just add another washer to the stack and the output pressure will go up. Empty the tank first. You will also need another higher rated burst disc on output side as well.

If you are having problems with the quick disconnect foster fitting there are usually two o-rings inside, on the Chinese models, that can be replaced.
