Sure, but that (admittedly rather primitive) padding protects the scope. Less scratching potential. Also creates a little give to avoid bending the scope in case one of the rings needs to be shimmed to correct a left or right bias in the barrel.

Most of the rings that come with even cheap Chinese scopes are perfectly usable IMO. Sometimes after a little filing down and shimming at rail level to put the scope on straight. 

I have furthermore found that most PCPs experience a little barrel droop. Therefore systematically putting in 1 or 2 (thin !) sheets of double sided tape to increase the padding in the rear ring mount.

Last tip: I was sometimes inclined to overtighten the screws. Much better apply a drop of blue threadlocker.

 It provides more friction to hold your optic in place with lighter tension on the ring screws. This leads to not having to reef on the ring screws like a ham fisted gorilla causing damage to your scope tube or binding up the erector assembly in the tube.



Cloth friction tape in the ring halves is an old old trick to provide more friction and protect scope tube finish, and not just from the cheapy cheap ring manufacturers.
