Well, I bought Ruger Air magnum .22 with impulse on March, but I did not have chronograph yet. Few weeks ago I got my chronograph, so I went ahead to test it. It shows this gun only shoots 550fps with crosman 14.3grs. So, what is wrong with this rifle? any suggestions ? Thank you !

so I guess I need to dissemble the rifle and take a look. It just reminds me of another issue. Shooting at 8 meters, the first two shots hit the target almost dime size, the third one was off the target...horrible.

That gun is the same thing as a XS B28.
It should be shooting almost double that speed and definitely sounds like a broken spring...
I've rebuilt a few of those and Mike Melick at Flying Dragon air rifles has springs for cheap. Also use the Diana Apex large piston seal from ARH for the best performance out of that gun.
The last one i built was .25 cal and was making 29fpe with JSB 25 grains.

I think you are right that the spring is broken, because a lot of people say this magnum has strong cocking effect. However, mine is so easy to break the barrel..
