My fx royale 400, 22 cal shoots slightly better with 5.54 heads with thin skirts than with 5.52 heads with thicker skirts. would you think its the head or the skirt?

In my opinion it is most likely the head. But if in doubt you could resize the head to then compare the results. A pelletgage could be used for sizing.

I have noticed that the FX guns like the 5.54, 5.55 and 5.56 size. check the skirts to see if there is a ding in them. the slightest ding will make it fly off center.
