Hw95/r9 power in .22 fac?

That sounds about right. How many shots are on the kit? I put a Vortek kit in my .22 R9 a few years back, at first I was getting 685 fps with H&N FTTs, but the velocity dropped to around 650 fps after a couple tins. I haven't chronied it lately though. From what I've read, HW .22 bores tend to be on the bigger side so perhaps the H&Ns are sealing better. Is there an accuracy difference? 
I didn't chrony mine with the stock spring, didn't own a chrony back then, mine shot like a tuned gun out of the box which I guess is kind of unusual. I put around 6000 rounds through it before it needed a rebuild.
 
I'm not sure if you're speaking of FPE-foot-pounds of energy or Joules.
25 joules is around 18 FPE by my Google calculator. You're already at 21 joules with FTTs. Are your numbers with the Vortek kit installed? There are spacers included with your Vortek kit to help put more tension on the mainspring for more power-are they installed in the gun?
 
I have the gun straight out of the box at 21j with hyn but only 17.5 with jsb 14.3 and in my country I can’t buy easily those hyn like jsb (in addition they seam to beat the hyn in accuracy). I was expecting more energy out of this rifle, it’s at the same power level of the hw97k 5.5 but in 4.5 the 95 has like 50 fps more than the 97 so I was expecting a little more in the 5.5 cal. 

I don’ Have the vortek spring but I was thinking of getting one if it could help to achieve 40 fps more 
 
My HW95 .22 ,out of box, shot H&N FTT's at an average of 664 fps delivering 14.25 foot pounds of energy. 

I was tempted to go with a Vortek kit when my main spring wore and broke, but I ended up going with a ARH Hornet and seal. Since then, it has been a bit anemic (627 fps) but that is because I need to fit the seal better. 

I do think your numbers a a bit low, but you may just need to wear in the factory seal more to get the increase in velocity that will deliver spec power. 

Have you opened the compression tube to see how things look?
