You should be able to get it hydro tested(?).
I've heard this is what mac1 now sells for his CF offering(s). The first ones he had even had to low budget red fill valves/knobs.
Saving is savings and needed but personally I would get something more U.S. , PA has their new "LE" life extended CF tanks and if you need the included fill hose set up ( or can resell it ) the cost is the same or lower while dealing with a know quanity.
