Got my first tank - question re: date stamp on it

. . . relatively new guy here. I had ( as in past tense ) a nomad ii that was problematic ( like strike 1, 2, 3 - you're out! ) problematic so after strike 3 I just asked for a refund to which the seller was good for and did just that. I turned around and picked up an air tank that I'll use for now as I've asked around and have a couple of fill options available to me that aren't terribly far from where I live. From the little that I know about these things - they have a 15 yr life span ( carbon fiber ones anyway ) and need to be periodically checked / re-certified to ensure safe. OK. Looking at this thing - the circled ( I did that in software ) "10- CL -19" is the nearest thing that I can see on it that even remotely comes close to a date stamp. Is that it - is that to say that this tank was made in October of this year?

I bought 4 60 min tanks on eBay cheap . Looked like new in condition. Took them to my local dive shop who filled them several times over and sold me $200 worth of fill stamps for a savings at the end of course. 

But then I droped two tanks off for filling and they wanted to Hydro test them $35 per 

Then informed me that they are old out dated Born on 2002 Hydro tested once befor and they will not fill them anymore. 

So here is the Question . 

Just orderd a day-state Compressor $2000 bucks. 

This is after Burning up in first week Nomad 2 

Then Killed a Hatsan in almost same time frame the bigger one. 

Both refunded at Pyramid air. 👍

But Back to the question at hand .

Should I be scared to fill thease tanks when the compressor arives ? 

Is this born on date another Dot or government way to make fire departments get new with tax payers money or I'm i going to explode and kill myself ? 🔥

Brought me to another ? Do guns with bottles or even guns with perminent air resavors expire as well ?
