Yeah for some places they are indeed. Identified all year round as pests.

Personally I don’t think it would change anytime soon. In order for it to change people would have to lobby. Then that lobbying would spark some research into the population/management of the said species (which would cost a substantial sum). I just don’t think there are enough people who are for it to change. I feel like a ever growing portion of the public is starting to view hunting as an evil practice. Would really require some major culture shifts. All IMO though.
