Do PCP bottles/cylinders need periodic testing

Are you in the U.S. ?. Is so and if the "bottle" is over 2" outer dia., yes it (by law) requires testing. I don't know what FX is using but it better have the "DOT" makings or you'll not be able to get it tested ( thinking some evanix rig's do NOT have such making so can NOT be tested).
Now maybe the TSA stop's you on the Highway, see's said HPA bottle, notices it is out of date, and ?????????????????????????
But, real world, safety is up to you. Hopefully people will do the right thing and observe proper testing.
Under 2" outer dia. and it's up to you to decide what is safe.

I know that manufacturers of "olympic" air rifles will usually say something about a 10 years life span for air cyliner... 

Something to do with the following ISSF equipment rule:
6.7.7.1.g (Equipment Control Procedures) It is the athlete’s responsibility that any air or CO2 cylinder is within manufacturer’s validity date (maximum of ten (10) years); this may be checked by Equipment Control and advisory recommendations may be given;-

if I remember correctly, this was initiated following an incident with a deffective Anchutz cylinder... 

I think it would be good practice to have your cylinders inspected for corrosion.
