    In fact I need it in Canada and right now it's at my friends address in US.

    Will it be fine if he sends it through USPS to Canada?

    Any duty or restrictions?

    Will it be doable and safe ?

    I believe USA has an export ban for scopes to Canada.  I cant order any optic from USA.

    Maybe they're afraid that hordes of Canadians with American supplied scopes on their harpoons may swarm down and take over the helpless American army.

    Asking about export regulations on a forum is foolish. Too many opinions and few facts. You need to go to the government site and look at the ITAR regulations before you find yourself in very BIG trouble with the federal government!

    Conventional telescopic sights, holographic sights, reflex or “red dot” sights and reticle sights falls outside ITAR regulations, but falls under Export Administration Regulations (EAR). The Bureau of Industry and Security (BIS), and the US Department of Commerce enforce these regulations. Determining whether a license is required can be found here:

    Using this guide, you will find that the sights above has ECCN code 0A987 in the Commerce Control List (CCL). 

    For goods and technology listed on the CCL, a license may be required for export, depending on the destination country, receiving party, and end use, unless an exclusion or exemption applies. 

    Unfortunately, Canada is listed under column FC1 in the CCL Country Chart. Thus an Export license is required. How to obtain an export license can be found here:

    I can't post the link here, but use Google Search: "frequently asked questions to export licensing requirements BIS" and you will find a PDF file with a lot of good info. 

    For countries like United Kingdom and Norway, they checks out on country (No X in FC and CC column). So depending on: 1. who receives it (not on any watch list)  and what the end use is (non military use, non police, etc.), an export license for the sights listed above is not required.

    I have a more extensive guide I plan to post on air gun forums, especially in relation to ITAR regulations. Read up on the export regulations yourself, and add your comments.
