The best way to tune it for efficiency is to be on the knee. Its easy to see if you are on the knee or plateau. 
First step is get out the chrony and some pellets you dont mind wasting. 
Shoot a couple over the chrony without adjusting anything and take note of the velocity. 
Next increase the hammer spring an eighth of a turn then shoot a couple over the chrony again record the velocity. 

If the velocity increased you need to adjust the hammer spring another eighth of a turn and shoot a couple over the chrony. Do this until the velocity stops increasing.

Once the velocity stops increasing you are on the plateau. At this point you can determine if the reg setting is to high or to low based on your target velocity. If the velocity on the plateau is 10 - 30 fps faster than you want simply reduce the hammer spring to drop the velocity to your target. That is called tuning to the knee and usually gives you the best efficiency. If you dont reach the desired velocity then make a very small adjustment to the reg and repeat the steps until you get the desired velocity while being under the plareau and tuned on the knee. 

Once you get on the knee and the correct velocity shoot a full string and watch for the string to drop of the reg. When it drops of the reg you want to see a very slight velocity increase. You only want to see about 15 fps or 20 fps if that works for your needs. With that slight jump you extend the string but ideally keeping the jump at 15 fps you wont hurt the accuracy and you maintain the poi out to long range. Some people dont mind a larger jump if they are not shooting long enough distances to effect the poi. The benefit to a 25 fps jump is an even longer string but thats up to the shooter how much jump is acceptable.
