Best value based on these priorities?

Ok Im going to suggest something way different. Archer airguns sells a qb78 that is already converted to hpa. Its 106 bucks plus another 48 i think for the paintball tank and regulator set at 850 psi. This is a very accurate gun with tons of mods available. Another option if you are handy is to get a crossman 2240 with a 30 dollar 18 or 14 inch barrel. I suggest 18 because it gets a little unwieldy at 24 but 24 gets better power. Anyway buy the parts to switch to hpa and upgrade to your hearsts content. You can make this a 500 fps gun or a 1200 fps gun using lead. I would keep it mellow and shoot for a 20 fpe gun or right around 18 for field target. This gun is the easiest gun to learn on in my opinion and parts are openly sold on ebay. Feel free to pm me with any questions I will help anyway I can and I dont mind getting 25 emails at all hours with emergency questions because I was that guy and still am lol. The qb takes little to no build time or experience the 2240 does but there is countless diy videos on youtube. You can have a gun for well under 400 and then you will know how every piece works on an airgun. Cheers
 
My neighbor just bought a Beeman QB Chief .22 for around $240 and a hand pump for $110. Nice entry level gun and shot well for me when he let me try it.
However, I have a dozen air rifles of many diff mfg and started out cheap and year by year bought more and more expensive ones to satisfy my addiction.
Now it takes a $1.5 to $2K rifle to fulfill my requirements.
My advice is that your air supply will eventually cost you more than the rifle so budget accordingly. Old CF ebay tanks with a couple of years left on their life are better than brand new ones for someone just getting into pneumatics.
You will not be using a hand pump long if you shoot much, then it will just be gathering dust.
