Anyone involved with Elk Foundation? Guzzlers?

First, this is not airgun or airgun hunting related so I'll apologize in advance if this needs to be deleted. But it's the only forum I'm a member of that would include members that might have knowledge so I thought I'd try.

I have found several guzzlers in my area. My understanding is that they were all put in by the Elk Foundation. All appear to be fairly modern. 

I found remnants of two older wooden ones & also one active fiberglass one within maybe 100 yards of each other along the same spring.

I'm sure this type of construction was region dependent but I'm curious if anyone knows when these wooden guzzlers were used?

I'm interested in local history & haven't gotten far locally despite there be an active one really close to these two. I was given one name but that gentleman had passed away.
