An Odd Compressor Question

I just received a new Hatsan Lightning compressor from Field Supply. I began setting it up today and found something I can not explain.

This is the top of the machine.

When I saw it I figured it was just dirt. I tried washing it with a damp cloth. It made no difference. Then I tried alcohol. Still no help.

I know it is just cosmetic but it is new. I stopped my prepping and sent an inquiry to Hatsan USA.

Any idea why it looks so bad? 
 
I just received a Hatsan Spark compressor, and I wasn't impressed with the surface of mine either. A lot of it looked bubbly, like they had painted over rust or something. The white lettering was obviously stamped, and some of it had smeared. Yours has a lot of white residue in the areas where they stamped or painted the white lettering, so they didn't clean up very well after they did the lettering. You can clearly see the outline of the templates they used for the lettering. They didn't clean it very well, and then they probably put a clear coat over the top of the mess, so I'm not sure you're going to be able to clean it up without stripping the lettering as well.

Here's a pic of my Spark. The F on "Fan" is pretty much peeled off, and most of the lettering is smeared. You can't see it in this pic, but the lettering under the positive & negative terminals is smeared so bad you can't really even see it. The bubbling is on the top & side, so it's also not evident in this pic. But overall, pretty sloppy finish.

I contacted Hatsan USA immediately about this. They requested a picture of the problem. I just received this response:

Thank you for the picture and information. The top panel for the Lightning compressor is labeled using a large decal from the factory. It looks like there was some type of residue on the underside of this decal when they attached it to the compressor. Unfortunately, this is not really a repairable issue as we do not have replacement decals and the top panel is welded to the frame.



We do apologize for this issue. This does not reflect our standard product quality. If you are willing to accept it, we would be happy to offer you our TactAir 1.6L carbon fiber tank and valve for the trouble. This tank would be perfect to use as an extra source of air along with the Lightning compressor.

I think you will agree that Hatsan stepped up and provided a good resolution. Hats off to them.
