Air venturi air bolts require a barrel length of 21" or more, the gun i"m getting has a 19.5" barrel, is it possible to cut the front of the arrow shaft and move the front insert toward the barrel for a better fit?

I do not know about “air bolts” but are they c or aluminum arrows?
If so, you can cut them as short as you want.
The inserts used for arrows are not normlly reusable (they don’t cost much either) and held in the arrow with very strong glue.
You may be able to heat the arrow at the insert, remove and then reuse.
I am sure you are not that cheap.
Go to your local archery store with some of your “air bolts” for advice.

The rear end (nock) of the AV is what can be shortened. Cut like any CF arrow. The "nocks" are replaceable and available from Pyramyd.
