With the precision involved, I would not recommend using a hand-drill for something like this..
Your best bet would be to use a drill press as well as to make sure that the barrel is very secure. [clamp/vise/etc]
Aside from just boring the dia of the hole out, you'll also want to make sure to de-burr, etc.

I've drilled many barrels out on Mrods with just a hand drill. Put a wood dowel in the bore so you don't ruin the opposite side of barrel port. I tend to go 75-80% of bore size for ports. Then just clean up the inside of bore

I would do the transfer port last, watch the video from air velocity sport he has some great info on mods that can be reversed. I am looking to get the vista in .22, where did you get yours? it seems the only place that has it is American tactical.

As Dairyboy said. Just get a numbered drill bit set and go up one size at a time. Nothing to it.
