Private party sales are illegal in some states, therefore requiring a gun shop to handle the purchase. No, I'm talking about inter-felon sales. 

We recently had an arrest here in Roswell, NM where a convicted felon had a firearm on his person, along with three clips of ammo. This was his third arrest for gun possession, and his 5th for drug distribution. Why is was still walking around is a mystery, but nonetheless, he was able to buy a handgun without ANY checks—all he needed was cash! 
 
Got it. You can technically buy anything black market with enough cash. They can't do anything about the much larger drug problem, not sure how they'll stop illegal arms sales(I think they're trying with cost and restrictions on ammo). There are plenty of people walking around with multiple drug charges as well, we have people locally arrested for possession of meth that are released the same day...
