It is not only the liner which are different. The brass peace on the end also has to be caliber spesific. Also like mentioned before, the rifling are pressed from outside the liner, and somehow "dent" the inside of it. Had the walls been to thick on smaller calibers, the inside of the liner would still be a smoothbore with no rifling, as the pressing machine would not be able to press true the walls.
