Which LDC and Who Can Affix It?

Which LDC would you recommend to make this

 177 as quiet as possible. 

And is there a section on AGN for me to post projects and have machinists bid on the work? I will need to "permanently" affix prior to taking delivery.

It doesn't look like the Emperor is available in 177.

I did just edit and added a pic of the pistol, above. Besides swapping out the 88Co2 with an HPA tank and putting a handstop on the can, that's pretty much it. I just need it as quite as possible.

I need the LDC affixed prior to me taking delivery for NYS legalities. 

I don't care about length or added weight, I just dont want my neighbors to hear it.

Yeah, I checked, called NYS SafeAct and Alphabet org. The possession of an airgun suppressor is illegal here if not permanently on the gun, PRIOR to purchase., (although I guess it can be sent out of state for a fit after purchase).

NYS made it real simple..... than Alphabet org which says it has to withstand one single shot of a center fire round. Alphabet org should have the last say, but at what costs in a battle with NYS to get there. I haven't found any decisions on this yet but this is what I have been told by both as of this past Wednesday.

no mention of airguns...

and nowhere within the text of the SAFE Act is there a reference to suppressors and airguns. If I missed it would you cite it. I believe you are spreading misinformation on the subject. Please show where it says what you’re proclaiming in text, not what you’ve heard from a person on the phone.

L.LEON. I am just passing along what a call to the office of NYS Safe act and my local Alphabet org in Melville NY as well as the Alphabet org in VA that oversees this division had to say on the subject. Again, it’s the device, air silencer or center fire silencer. It doesn’t need to be on anything, just the possession of one off the weapon or able to be detached is a felony here in NY.

Sir, I am not spreading disinformation, I am relaying my calls to both centers from this week. I didn't bother asking for links, though I'm sure they would be more than happy to oblige you.

A plastic soda bottle on the end of a center fire weapon will get you prison time here. 
I don’t have a link for that either, but I would gladly film your engagement challenging local law enforcement here on your disagreements.

The Alphabet org has no jurisdiction over airguns period no matter what they say that's been decided in court before. Neil Clague has posted it multiple times. Airguns use different threads than firearms. Pretty simple if you don't have any adapters for a firearm to be used with the LDC. If your that stressed about it but a gun that already has a fixed LDC. Or glue it on. They won't know if you bought it that way or not.
