what time is best to hunt sparrows and starlings

They show up in morning at my place, and sometimes at sunset. John is right, you just have to observe your area and watch their habits. The Blue Jays always run the Starlings off about the time I am gonna take em out, so I just let them handle it. With the locusts here this season, I took it easy on em but now the locusts are gone so the Starlings best stay gone.
 
Just after sunrise and in the evening time when the sun is stating to lower and it is getting cooler.

I have to be there early in the am, and set up and wait. I usually have a springer close by for them as they are in trees in the direction of farm houses 400-500 yards away and I don't use heavy powerful PCP guns because of this.

The PCP's are for bigger game that are in the fields around the same time.

I have four bird feeders out , I try and keep feed out all the time but the doves eat a lot of feed , I keep the Euro doves in check to feed my box turtles , But the white wings and morning and Inca doves swarm the feeders, And yes they always get a pass, I feed early AM sunrise, 2PM and 8 PM
I go trough about 100lbs of feed a month and I have shot one staring on my feeder in four years, There around but I guess do not like my chicken scratch and wild bird mix,
When I get down to really shooting I take 10 to 20 sparrows a day, I used to take 75 sparrow's a day easy.
oh, What time, If the feed is out, they are there, sun up to sun down, 
And cost it cost me about 30 dollars a month at Tractor supply for the feed,
