a tempest rear sight has lots of elevation adjustment, it is crude at best like a Crosman rear
and how you would bend a tempest barrel, would be an interesting accomplishment
i just rebuilt one of mine in the last few months
and while we are at it, is this a UK version or the Turkey, Turkey

I managed to put a bend in my 0.177 Tempest barrel in an accidental trigger related incident. 
There is less metal in a 0.22 barrel, so potentially easier to bend.

Rear sight at the lowest setting. It is a 177 cal. The barrel does not appear bent. Afraid to bend the barrel.

well, all the way down is all you have, so the front sight will need to be raised
and of course that cannot be done, it sits about 2.5mm off the barrel and i would think a 2.5 shim glued to the top would be where i would start
i would find some black plastic to do the R&D
now i understand this doesn't solve the mystery of why but it will get you on paper
also check the crown for damage
