WARNING/ read before you buy.

It sounds like the factory accidentally shipped some empty boxes and the vendors aren’t getting involved.
Weighed empty Vector Veyron 6-24x44 box, 10oz., specifications list scope net weight 20.5 oz. Hard to imagine nobody noticed weight difference at any point along the process. WM
Edit: Add 4.87 oz. for 30mm scope rings VV includes with each scope.

Some where in between they got intercepted
Just consider, if shipped empty from manufacturer, all the people who handled both boxes, in and out of inventory, from vendor to consumer. Honestly, nobody recognized the boxes weighed 1/3 of what they should? I'll be ordering another VV from Krales (Optics Dept.) in a few days, how much you want to bet it arrives without a problem? WM

I once bought a Dewalt grinder from Lowes, when I got home, the box was empty. I should have noticed by the weight but sometimes a person gets in a hurry and doesn't pay attention. Taking it back was a hard sell because nobody believed I bought an empty box.
I learned to check everything at the big box stores before leaving. Used parts just tossed back in the box etc. The return staff don't do their jobs and could care less.
 
Years ago that used to be a common ebay scam. Take the money and ship you an empty box. They had delivery confirmation and you're left holding the [empty] bag. Well, I was able to recover because the shipping weight was lower than the weight of the item I ordered, so it was obvious.
I'm sure scopes are handled in pallets or some container with many scopes in it, and it would be easy for an empty box to make it to a dealer, but beyond that, you would think someone would have noticed it was empty.
I hate to say it, but to me, it's the last person to handle it that gets the grief. If OP or Amazon sold it, it's up to them to figure it out, and if they aren't willing, then my CC company is more than willing.

Employees at the manufacturer or the warehouse steals the product and leaves the box to keep the piece count accurate.
Sometimes they put an object in the box that weighs close to the same weight. This happened to me years ago. Luckily I opened box at store. The box felt a little heavy and there was a brick in the box with factory sealed tape.
 
My shooting buddy bought a Vector scope form Optics Planet. Box came sealed and empty. He is getting a run around at this point. So he ordered another from Amazon. Scope came, empty box. They are telling him contact the mfg. Do with this information what you think prudent for you. I fill bad because I recommended Optics Planet to him as I have never had a problem excep the following. I will say I had a really bad experience with an OP sales rep once when I asked for a veterans discount. Either he hated the military or the fact I sounded Caucasian, he gave me the shuffle. I waited 25 min, called back to another salesperson and was handled in a good manner. I repoted the incident .

It's good to hear about good service. Fortunately that is usually what we get it the shooting sports.
