Veteran .25 Shooting Question?!

So when I was shooting at 35 yards, I was using high magnification. My scope goes from 5.5 to 25x magnification. So when I was looking at my reticle, the center dot was a tiny dot in the middle of the bullseye. and i couldn't have a clear place to anchor. After reducing the magnification of the scope down from 5.5 to 9, now I can see the center of the reticle cover most of the bullseye. So if i deviate, i can see more clearly when I am off.
