Lot's of details would need to be sorted out. Most slugs have a hollow point to help with expansion since their tips are more pencil-like than pellets. With pellets, that's not as much of a concern since they've got such a large face compared to slugs that they still distribute their energy fairly impressively. With a projectile like you're describing, it might have some merit, but there's a lot of uncertainty. For example, with pellets, you have two bearing surfaces, the head and the skirt. I don't know how removing the head bearing surface would affect the internal ballistics. Regardless, a shuttlecock still has a very high-drag shape because of the skirt, so the ballistic coefficients may not be much better than pellets.
