The challenge is dropping energy sub 12 with the long factory stroke.

Probably but there’s no difference other than the spring and sled adjustment. Any good tuner can do it. I don’t think the TP hole size is smaller on the UK version either.
Now that is another odd way of detuning I have heard of. A spring clip & a possible roll pin placed in the transfer port. Restriction of TP but for smoothness and harmonic detune. A sub 12 spring, sleeved/buttoned.
Motorhead Scott, John in Pa will work on RWS 54’s. Probably others. Not everyone likes working on the sidelevers.

Tinbum also offers a short stroke kit. I installed one on my .177. The results are amazing!
The cocking effort is about the same but the lock time is much improved. I agree, it is PCP accurate out to 50.

i think they put a washer behind the breech seal to restrict the power

No, full stroke with UK spec spring and a port restricting spacer added behind the breech seal.
