Doesn't surprise me! (Yes to intentionally dark) Hopefully, some Plague sets in it will change people's minds that infestations of rats isn't a healthy thing.

Here's the funny part... the pile is largely due to ONE homeless guy that collects other people's garbage and hoards it. WTF!
The city won't remove it because they believe those are HIS possessions.

@johnnypdx I saw the article and the link is below: Legally, in many cities this is public (taxpayer property) not private property, thus there is a duty to keep it clean. I expect a law suit, or their should be against the homeless guy to clean things up.
A friend of the family who was a politician in my hometown did some "creative" city ordnances a few years back to mandate people legally have to keep things on their property "orderly". What I mean by this, you can't legally have overgrown weeds, "trash" etc, because it is a public safety & security hazard. What they mean by public safety is simply this, a landowner didn't / wouldn't manage the weeds on his property and they went into public access ways (sidewalks and alleys). Because of this landowner being a slob & trash person, (yeah I said it) a stalker of this young woman who ran past these overgrown weeds and the stalker used the weeds to hide himself and attacked the young woman. Yes, not the best example, but the these changes in city ordnances made things safer and keeps landowners responsible to keep their property up so they don't become a safety hazard. If you won't in Pocatello the city will do it and send you a bill / fine.

Hard to say who owns it. Our "leaders" have been de-clawed and lack teeth so not much happens here except talk. Just the way it is and thank God for the television remote and mute.

Johnny I lived in Gresham for 19 yrs then in North Portland for 3 off Interstate Ave. when I got married the wife said YOUR MOVING . Went North across the river to the country now being invaded AGAIN . Portland is more than a Carnival LOL it's like going to the fair .

Hi. We served our 'sentence' and lived in North Portland, Lombard and Greeley, until 2002 then moved to Beaverton.
PDX still looks ghetto to me and I ain't never going back.

They need to be jobbed as soon as possible, what a risk to public health and owners walking dogs nearby. Oh to be there, rat heaven!
When I was a boy, many years ago, my local council used to give me and my mates 20p for every rat tail we’d bring into the council office. You can just imagine the look on the young and pretty receptionists face when four teenagers walked in and opened a plastic bag of rat’s tails onto her counter! What fun it watching her count them with false nails.... halcyon days.

ha! i may have been one of the carnival you were watching in my teen years. we would often road trip to portland for concerts. and smoke cigarettes in pioneer square because... young and bored? haha

North Portland in the house! Since 1994. I have overstayed my tolerance. Must hit eject soon!!! I'm on N. Denver, 2 blocks from the poor Portland Police Association building.
