He is suggesting that he doesn’t want to draw attention to himself and have to debate the point. Seems completely reasonably to me and for those who don’t mind the consequences of testing the waters that’s fine too.

OP asked can anybody help him, I did by mentioning weights are not silencers and a NJDEP site where they stated what a silencer is.
