Tuning So some questions for a newbie

As some of you may have seen I got my Maverick at the beginning of the week. It has been shooting decent but didn't seem to have the umpf. Borrowed an FX Chrony from a buddy and started some testing. Shooting .22 JSB Hades I was averaging around 760. So following the FX Tuner vid I went to work. Degassed everything and set the first reg to 170 and the second was at around 145 I would guess. Set the power wheel to 7 and got these results.

Not sure what is going on here. I would think at those settings I should be pushing damn near 1000, but at least should be breaking 900 fairly easily. Any thoughts or suggestions would be appreciated. I am still under 500 rounds through the gun I would guess (although I am getting close) I plan to run some cleaning pellets through it this weekend and a lot more pellets.
 
Insufficient hammer spring tension for the regulator's setpoint. Essentially what Odoyle said.

The velocity is bouncing around quite a bit which is a classic symptom of not enough hammer strike. The system is operating in a state of partial valve lock. To confirm, keep shooting it over the chronograph until the pressure falls below the setpoint, and you will likely see the velocity begin to climb before it finally tapers off.

The solution would be to increase hammer spring tension until the velocity no longer increases. Then back it off until the velocity falls to about 97% of that maximum. So let's say the max velocity you can get is 980fps...back off the hammer spring tension until the velocity falls to about 950fps (980 * 0.97 = 950.6fps).

So...Since the power adjuster, which I assume to be the hammer spring adjustment, is already at 7, I would need to go to the adjust notch and turn clockwise in small increments?

I have a 22 maverick sniper. Set your 1st reg to 130-140 and 2nd reg to 112 set powerwheel to 7 and turn in hammer spg till you cant use safety then back out about 1/4-1/2 turn this should get you max velocity without changing hammer. A big transfer will get you about 10 fps Im still waiting for heavier hammer. Oh order a wika gauge for second reg much more accurate. This on mine is pushing a 27.5 gr nsa slug to around 900 fps
