In principle, one should be able to use a modest compressor with a 3,000 psi tank connected to its intake. Will this work?

Depends on the volume, what compressor you have and the lottery of parts quality in that compressor. I just blew the power supply out of my chinese Shoebox trying to do half a fill on a scuba tank. I guess the chinesium mosfets just couldn't handle the current for that long(20 min run before failure) the compressor it'self is fine and runs on dc power just the same.
