Scope Help Needed

Guys I bought a chinese scope it is 6-24x50AO.I will use it for a springer.My Dad has to use the dioptre to resolve the scope to make it compatible with his eye.He noticed one thing that as he rotates the eyepiece the reticle seems to be rotating too.I tested the scope without dioptre settings and it gave good results.But I wanna ask is this normal? I used TAC Vector Scopes UTG and CenterPoint but never had any such issue.

Of course, the first question is...
Is it a springer rated scope? 
The reticle should remain steady, fixed, and never move, to my knowledge.

The only time I've seen a reticle turn was a Tasco on my dad's 22lr. He swore you could watch it turn while shooting but still held zero.

Yeah. The scope is springer rated.
The Scope holds the zero so the rotation of reticle is just due to the lenses.
