If you shoot a regulated gun untill the velocity decreases and then fill to max will the first shot velocity be lower than the next. I really dont known the mechanics of a regulator. It seems sometimes my guns shoot the first shot low. I do know that their is something call regulator creep.

it can be ,,and yes theres something called creep.. ive read here that it can work both ways ..higher or lower first couple of shots,until the regulator settles down, from what i hear it may settle down the more its broken in,,,keep on shooting

Regulator creep is when the reg slowly passes air which makes your first few shots faster.
when you shoot your gun off the regulator, then refill the gun, the regulator pressure is still a little lower then pressure in the tank. After you shoot the gun a few times, the regulator will fill consistently

Regulator creep can also be caused by over filling your air tank, putting 3200 psi in instead of 3000 can cause creep that's why it so important not to overfill your tank.
