Recommendations Requested, please

My husband has decided he'd like an air gun for Christmas. I know nothing about air guns.
He is in his late seventies and disabled. He doesn't have a great deal of strength.
He had a multi-pump rifle years ago that was a nifty little gun. It fired pellets and bb's.
Realistically, he's going to sit in the yard and shoot pinecones and scare away crows and the neighbor's cats. He doesn't need (or want) a gun that will blow through the fence and kill anything. I also don't want him killing the crows or cats.
In looking at air guns today, I find all different types and have absolutely no clue what type would be appropriate for his purposes. Any suggestions would be greatly appreciated.
(We both own firearms so we're not new to that arena, but one does not "plink" with a .38 revolver.)

As Matt sugested, a Beeman R7 or Weihrauch HW30s in 177 caliber would do the trick and is easy to cock excellent quality German spring rifle for around $299 that will give years of pleasure.

He will probably be tempted to shoot birds because it is so accurate out to 40 yards or so its absoutely incredible.

For a $250 budget and don't live in a freezing environment, I would recommend a Umarex Smith and Wesson 586 177 caliber pellet Co2 pistol with the 6" barrel with a 10 shot magazine with extra magazines and no effort to cock or shoot, just buy Co2 12 gram bulbs by bulk at Walmart or your local sporting goods store. It is the most fun most accurate fast shooting Co2 pistol I have shot.

With all due respect, I would Highly recommend that you discourage him from using an airgun (Of Any type) to "scare" animals. It's simply unethical. 

There are plenty of reactive/non-reactive targets on the market from which to choose.I find them Very entertaining ...and shooting them wont cause any injury or the like.

Please don't take this the wrong way,I hunt and also eliminate pests,but if I'm going to shoot an animal...I'm doing so in a manner to put it down quickly and as humanly as possible.

I would stick to a pumper / co2 gun that outputs 400-500 fps...better safe than sorry. The r7 can sling lead upwards of 600-700 fps which can cause much more dmg than 400-500 fps varieties. Just my 2 cents for frequent backyard use. His old pumper likely did around 500~ fps so another one or a co2 variant certainly would match what he is familiar with when it comes to air guns. Who knows a pumper might bring him lots of joy and old memories.

While the R7 or such is a great rifle & recommendation , arthritis can/will really cut into the fun of using any break barrel.

I say go pre-charged pneumatic ( aka PCP ) . You will need an air source - 3,000psi+, a hand pump ( perhaps not in this case?) is least costly, a firemans scba tank - used- is nest least costly and scuba tank is likely the most $. Figure $150ish for a used scba tank with current hydro/inspection sticker and you still need the fill hose & valve.

With air on hand............................. I personally ( a bit older & with failing bones) lately enjoy my Benjamin Marauder Pistol with shoulder stock attached. not a "blaster" but plenty of power for targets at 50 yards. Very light, 5 year ( I believe) warranty and the very best support in the airgun industry. It is a .22 - easier to handle pellets than a .177- with a clip.

Co2 is temperature dependent but if that worked in your area the Crosman Custom shop rigs are a screaming value, perhaps a 22xx with an LW barrel ( and shoulder stock to make it a carbine).

Several new regulated ( he would like a regulator to keep every shot w/in 10fps ) light weight rifle on the market tho somewhat new so reliability is still somewhat of a question but if purchase from PA their warranty is normally pretty good. The Umarex gauntlet is an excellent value but is a bit heavy.

Maximum comfortable weight would be?

He'lll be using a scope?

Any set price range?

I like the way a lot of knowledgeable airgun era on this site agree on this topic, hw30. Great accurate and not hard to cock and the build quality is really nice. Maybe augment it with a Crosman 2100 or daisy 880 pump so both of you can practice. Try airguns if Arizona or krale sport in the netherlands(cheapest way to get German rifles).pcp guns are awesome in everyway except for price( gun, scope, air tank or pump or compressor)

i think the hw 30 or Beeman r7 is a great choice. 

Also, one rule is always never shoot at anything you do not want to destroy and check backstop.
