IPV4 was invented in 1981 under a contract let by DIRNSA via DARPA to Bolt, Beranek and Newman. If you are 40 years old you were born before the Internet.
The Linux source code for IPv4 still carried the "Released into the public domain by DIRNSA" in 1998. An interesting read at the time was all the stubbed out functionality of the "ping" command. All that is gone now.
