Practice in similar conditions. Not from a bench down rows of flags. But from the field. Experience is the best teacher any of us can have. The more extreme the wind the harder I try to get close for any shot that matters. Watching flowing water can help get some idea of how wind behaves. Where it speeds up, where it swirls up drafts and down drafts just keep in mind wind is no where near as consistent as water is. Reading wind is a guessing game but with practice just like guessing distance you can get pretty good at it. Even without flags, string and meters.
