Moderators are not “silencers” since silence means the absence of sound.

Yeaaas and they aren't "Lead Dust Collectors" either. so ...

I do believe BATF calls then "silencers" when they are used to "moderate" the sound of a firearm but I might be wrong about that. They may infact also use the term "moderator". I'd have to look at the laws and frankly I could care less.
