What would likely be the quietest (without an LDC) PCP repeating rifle in .22 cal? Something with enough energy for squirrels, rabbits, and crows.

So let's assume you are going with a standard power .22, meaning around 22-30 fpe. You'd be pressed to find an off the shelf PCP as quiet as the Taipan Veteran. It's tuned extremely well out of the box with a very short, snappy shot cycle.
Another very quiet PCP is the Benjamin Marauder, and it's a heck of a lot cheaper.

Try one of the Benjamin Craftsman series, either the Kratos, a bottled rifle, or the Akela, which is a. Bullpup, both have the same shroud. Both have a power wheel that will quiet them down and both have a 5 year warrantee for about a third of the price of a high end airgun.
I have a Kratos in 25, a very versatile airrifle with a twist of the power wheel, I can reduce the velocity from 880 FPS to 400 FPS with 25.39 pellets. Mine like I said is a 25 so the 22 will be even quieter.

HW110 is probably one of the quietest out of the box without even tuning, it does come with a factory moderator. Why no moderator requirement?
Without the moderator you need to drop down to 4FPE before I would call it somewhat quiet. The Crosman challenger(single shot) is pretty quiet at around 500fps or 4.5FPE, enough for 25 yard headshot on a squirrel or take down a crow.

For off the shelf the best you can do is get a gun with an active shrouded barrel. The Marauder is a perennial favorite. Decades old design but had a rabid following and aftermarket support.
I like the Crosman Craftsman line, as mentioned Akela and Kratos are shrouded.

i will agree with the marauder or kratos/akela as being quiet rifles to start with, not loud enough to bother anybody .. they have good support and can be quieted even further if one so desires to the point they wont even likely be noticed ..

I'm not crazy about the Marauder because it appears to be a BIG rifle - maybe a bit unwieldy for toting around much.

I don't know how quiet you need it to be. If noise is a serious issue, you're going to have to go with a silencer. A Taipan Veteran with additional silencer is the quietest full power .22 I've shot.

My Huben .22 shooting 25.4 redesigns at 950 FPS/50 FPE is so quiet I don't need a moderator. It is a whisper in stock form even in backyard suburbia.

I had a .22 Cricket for a while, I had it tuned down for urban pest control 18 gr pellets at 700 fps. Only audible sound was the hammer ping. Insanely accurate!

First off, with a pcp you are making power or making noise. The tune on the gun has every thing to do with it. Charlie at Georgia airguns tuned my cricket compacr to 30 fpe with jsb 18.1 .The gun is quite for that power level and lights out accurate.

the OP asked about off the shelf so I assume he doesn’t want to mess with tunes. Out of the box the HW110 is really hard to beat with all the plastic parts absorbing sound.
Completely agree with finding the right tune most guns with descent barrel length can be very quiet, even my impact is very quiet. My Dreamline is almost broken quiet, just a dull clack and my biggest worry is the slap sound from the pellet hitting the target paper.

I don't mind tuning, as long as it's something I can do myself. But I would like to start with a rifle that I don't have to fuss a lot with at the start.
How much energy will I need for squirrels and rabbits? Max shots will be around the 35 yard mark, most closer.
