B and C are not supposed to rotate independently. If they do the scope needs to be sent in and fixed. I believe the parts are epoxied. I have experienced the same problem on two different 3-9x33EFRs mounted on Beeman R1's. Leupold said it was not an uncommon problem on their older EFR scopes but their newer ones are supposed to be better. I have two 6.5-20EFRs and have not had the problem, but they are mounted on a FWB 300 and an HW97, neither of which recoil like the R1. Leupold will fix and return your scope for free but you'll have to pay to ship and insure it from home to there. In my experience, and from what I was told by a prominent USPS employee, DO NOT USE USPS to ship your scope. Use FedEx or UPS. USPS is the WORST at honoring an insurance claim. USPS lost one of my 6.5-20EFRs I sent to Leupold for a custom reticle (TS-29X1). USPS tracking simply stopped tracking the scope the day after I mailed it at the post office. After two weeks Leupold said the scope never arrived and USPS acknowledged they lost it, yet USPS refused to reimburse me the value of the scope, even though I had insured it. USPS made me jump through hoop after hoop trying to prove the value of the scope as they denied my claim twice until, when I was prepairing my third and final allowed appeal with an independent body, my scope miraculously arrived at Leupold. NEVER AGAIN! Since you're sending your scope in, check out some of the custom reticles you can have installed. The TS-29X1 is not listed in their menu of custom reticles......you'll have to google it to see it and ask Leupold Custom shop to install one. I have two and love them!
