I have a Daystate Wolverine with a 4500 psi tank. I purchased a 4500 psi scuba tank and use it to refill. I'm looking at another air rifle but the fill pressure is rated at 3000 psi. Do I need another scuba tank???

No. Just use your 4500 psi tank and closed the valve when pressure gets to 3000 psi on the gun.

Sure you don't have a SCBA tank? If your filling a 4500# tank with a 4500# SCBA or any tank you will get a partial fill and the above info is correct.
