Plenum air drains after removing the bottle.

Generally speaking, a plenum will hold pressure only if it has had time to fully reach its end pressure. A regulator with a worn or damaged seat may take a while to do that...minutes or hours. So for example if the gun had recently been fired and you promptly remove the bottle, there is more of a chance that the plenum will evacuate.

What should you do about it? Well, unless you are having problems with the first shot being off after the gun has sat idle for awhile (symptom of regulator creep), there's no need to do anything. But if that is in fact occurring, the solution is to either replace the regulator's valve seat or dress its surface to remove any dents or scratches.
