Please explain this paradox

Because of their tyrannical government, the Brits are limited to 12 FPE. .22 and .177 caliber rifles are both set to 12 FPE. .22 cal. pellets are heavier and the valve timing is more efficient than with the lighter .177 cal, which tend to waste air. End result is higher shot count in .22 than .177. Here in the States, our tyrannical government still allows higher power output and guns that can be tuned to be efficient for whatever weight and caliber pellets. We can optimize our guns for whatever pellet we choose.
