Is it normal to use all of your up adjustment on your scope if your rifle has 20 moa rail on it when sighting in at only 10 yds? thanks

Yes. Look at how far above the barrel your scope is sitting. The pellet has to rise to the line of sight to meet your cross hairs. Move out to 20-30 yards and try again.

I moved to 30 yards and was 9 inches high so I am on the right track. Tomorrow I will try 50 and 100.

A 12 FPE rifle shooting a pellet at 800 that is sighted in for 25 yards (apex) will have similar drop at both 42 and 10 yards.
At the muzzle the pellet will be low by the distance between the scope centerline and the bore regardless of the adjustment of the scope.
This chart is pretty typical for 12 foot pound field target setups.
