This question is out of curiosity and knowing about my states laws. In how many states, including yours, can you buy black powder without a license?
John here in TN I know you can order a black powder pistol. I just got one in for a grandson for Christmas. Also got in a container of powder the same day. It was ordered from cabelas. It did require an adult signature. (about the most worthless present I have spend money on) 
​I think when they finally approve large caliber airrifles for large animal hunting across the country, we "may" have to have them delivered to a FFL dealer?

The rules are state by state. I can buy a black powder rifle here with just my drivers license. I cannot buy the powder without a firearms license.

And to farther show just how stupid our gun laws are....lets try this on for size.

You order that BP pistol.....you then order a cartridge conversion now you have a cartridge hand gun (granted "cowboy loads") but no paper trail at all.....are we to think that you can't hurt anyone with a converted BP hand gun that has a cartridge conversion and cowboy loads. It is all stupid.

But to answer your question....it only takes one idiot....err lawmaker, to see a video of an airgunner shooting 400 yards with a 357 air rifle and hitting a golf ball for the wheels to come off the wagon.....it is coming sooner then later. Other countries already have it....we are one election away....and you know how to stop it from happening.

Cabelas lists shipping restrictions on muzzleloader long rifles to MA, IL, NJ, and US territories. Probably pretty safe to say you can buy them pretty much anywhere else without any type of license.

Oops, I just realized you are asking about the propellant... They list shipping restrictions to MA, DC, HI, AL, NJ, and territories.
 
As far as the federal government they do not use power to determine if something is a firearm or not. The law specifically lists what the power plant has to be to be considered a firearm. The law specifically states the projectile has to be expelled by an explosive to be called a firearm. So the laws wording will have to be re written in order for the federal government to regulate any airgun. This doesnt stop states or cities from regulating airguns similar to firearms but as far as I know no state requires you to purchase an airgun thru an ffl. the biggest thing states do by calling airguns firearms is restrict the ability to put suppressors on them or hunt with a suppressor if the state hunting laws do not allow suppressors for hunting. 
 
BATF does not regulate air rifles. Air rifles are not fire arms so the BATF cares less what you do with an air gun. That has been debated over and over and the BATF only cares about suppressors made for firearms. So until air rifles fall under federal regulation the BATF has no interest in airguns or airgun suppressors. I dont know what it would take for the government to re wright the law on what defines a firearm but I dont think thats going to happen any time soon.
 
"outdoorman"All it would take would be for one person to start shooting people with an air gun. A guy uses a bump stock once in his mass murder spree and immediately, Senator Feinstein introduces legislation to ban bump stocks. Never underestimate the stupidity of these people who make our laws.

That is pretty much my concern in a nutshell.
Surely the airgun companies are wise enough to know when to quit. I sure hope so, because being able to drop a deer with an air rifle isn't worth the headache of having all air guns considered deadly weapons. Not in my opinion anyway.
 
In reality we can blame technology and the internet/ forums for MOST of what we know about our air rifles or most any other subject you care to learn about for that mater ! I know my self that any subject (and there have been many) that I have an interest in I can research it for hours on end and actually become quite knowledgeable on the subject.
I am getting up in years and in the past I only had libraries or magazines to try and educate my self when I was starting a new hobby or trying to learn the proper way of doing something I knew nothing about! Today the scope of info available at you fingertips is almost unimaginable!! Be sure of one thing, The liberals want to take weapons out of the hands of the common man and will push the issue any way they possibly can!! Happy Holidays to everyone!! J.L.
