new to BENCHREST 25 meter and 75 yard and 100 meter

#1 maybe consider a .30cal for 75/100 and the 22 for 25m
#2 on the Impact get a good bi-pod, seriously I don't remember seeing one Impact shooter at EBR 2016 using a rest..
#3 take the money you save on getting a rest and look at the Sightron SSIII 8-32x56 at around $800
 
A "benchrest" is a table and yes you need one, they are provided ;)

If you were shooting a gun that was made for BR like a Thomas BR or a RAW BM then yes you will need a front rest. But the Impact is made to use a bi-pod with. If you take a look at the ERB 2016 results you'll see the winner of the "extreme benchrest" pro class (Ted of Ted's Holdover) used a FX Impact with a bi-pod. You would definitely benefit from a good rear rest bag.
