Unless the states, feds or both offer a sizeable bounty no way they will ever get close to the numbers they want. At some point they will have to admit it's a plan with no end. They will have to do so from now on at the

The math, $10,000,000 for the plan, $7,600,000 administrative cost, $2,250,00 Consulting (graft), balance bounty. Numbers not reached so this goes on forever.
