In Colorado, almost every city makes the firing of an airgun, even a Daisy Red Rider, against the law for discharge of a firearm. I cannot speak for California, but poaching of "game" can result in the seizure of everything used in the poaching in Colorado. This includes the vehicle and all firearms.
After checking what you can legally do, you might talk with feed lot owners, barn owners and land owners in the area requesting permission to remove the pests by shooting them with airguns. Be responsible and remove the animals or birds and quickly finish the kill on any wounded animal or bird. The fastest way to get banned is to let a winged pigeon or starling flutter around with witnesses seeing this as animal cruelty. Plan every shot and determine where a miss will end up. Another way to get in trouble is to hit an unintended target.
