The firing valve O rings are leaking.

If it is leaking out the muzzle end of the barrel then the valve needs to be serviced. If it is near the beginning of the shroud where the chrono connection is then you are probably correct on the reg. Only thing that is really right there. I would pull the barrel and try to more precisely locate the leak.

On the Delta shouldn't be needed to cock it in order to fill it by first time , correct?

You are correct. cocking it on the delta only loads the pellet
