Resources N50 Class Change & Updates

Most are not affected here but we are adding a trial Class to allow commercial entry level rimfires to compete amongst themselves and apart from the high end Sportsman target rifles. Some rules refinements also. Probably a good time to freshen up on the rules anyway.
