I know what that.
It work's as a spring there to keep regulator in it's place. It's like a disk.
If you closely look at it you will see it's carve. In this pic I can see it's in a wrong position, turn it 180 degree (head down) and under pressure it will stay right in middle.
With out it, when you shoot the gun regulator goes forward and backward.
I suggest 920 ft/s (280m/s). But for achieving this speed first remove the cylinder and loss valve spring for one turn (360 degree), then adjust you hammer spring tension.

Turning the washer would make more sense, but would the regulator actually move?
Would'nt the higher pressure from the air reservoir keep it in place?
 
I have bobcat too.
It's only keep regulator backward noting more. But FX put it for a reason.
When I shoot the gun I see air behind the regulator goes to 80 and then quickly back to 140 (in .22) maybe this change of air pressure act like a hammer and move regulator a bit forward.
But Im sure If he remove the cylinder, there is no more pressure in front of the regulator and 140 bar back of it...
